The Election Commission of India (ECI) on Sunday announced the deployment of central observers—General, Police, and Expenditure—for the upcoming Bihar Assembly elections and bye-elections in eight assembly segments, including Budgam and Nagrota constituencies in Jammu and Kashmir. This decision follows ongoing efforts to ensure a smooth electoral process across the nation.
The deployment comes under the plenary powers of the Commission as per Article 324 of the Constitution and Section 20B of the Representation of the People Act, 1951. The mandate focuses on overseeing and ensuring the seamless conduct of elections in each constituency.
Speculation regarding the bye-elections in Jammu and Kashmir’s Legislative Assembly concluded with this announcement. The Nagrota seat became vacant after the sudden demise of BJP legislator and senior leader Devender Singh Rana on October 31, 2024. This occurred just weeks following the Assembly election results declared on October 8, 2024. His daughter, Devyani Rana, is being considered a potential BJP candidate, though no official word has been released.
The Budgam seat became available after Chief Minister Omar Abdullah vacated it on October 21, 2024. He contested in Budgam alongside his family stronghold, Ganderbal, ultimately choosing to retain Ganderbal. The National Conference is positioned strongly in Budgam, though the party has yet to announce its candidate.
The ECI has deployed a total of 470 officers, including 320 from the IAS, 60 from the IPS, and 90 from IRS/IRAS/ICAS services as observers across Bihar and eight other states/UTs where bye-elections are scheduled. These observers play a pivotal role as the eyes and ears of the Commission, ensuring fairness, transparency, and credibility in the electoral process.
Their responsibilities include:
- Monitoring the conduct of polls under ECI’s superintendence.
- Overseeing law and order, campaign conduct, and electoral management.
- Tracking election expenditure by candidates to curb financial malpractice.
- Enhancing voter awareness and participation.
“The observers are entrusted with the crucial responsibility of upholding the impartiality and credibility of elections – the bedrock of democratic polity,” stated the ECI in an official release.
The Commission is expected to announce the Bihar Assembly election schedule by mid-October. In addition, it has set October 24, 2025, as the date for the biennial elections to four vacant Rajya Sabha seats from Jammu and Kashmir.
